Republican County Chairmen and Selected Leaders:

In light of the President’s and Governor’s declarations of emergency, the State Executive Committee met tonight by teleconference and agreed on the issuance of the following additional guidance for the conduct of Republican County Conventions next Saturday, March 21.

The holding of County Conventions is an indispensable component of the process for nominating a Republican candidate for President. The County Conventions elect the Delegates to the Congressional District Conventions and State Convention which in turn elect Delegates to the National Convention.

We have been advised by the Chief Counsel of the Republican National Committee that we may NOT change the date of the County Conventions without jeopardizing our participation in the National Convention. However, we may conduct the County Conventions with as few as ONE delegate in attendance. Therefore, the State Executive Committee is encouraging at a minimum the officers of the County Party (assuming they are delegates and not otherwise ill or at risk) to attend the County Conventions and for those officers and any duly elected delegate who appears and registers to conduct only the minimum necessary convention business, that is, the election of delegates to the Congressional District Conventions and State Convention.  

We encourage all others who wish to be elected as delegates to their Congressional District Convention or the State Convention to submit their name, address, email address, telephone number and date of birth in advance to their County Chairman. Additionally, through our Congressional District Chairmen, we will be providing our County Chairmen with lists of their delegates to the 2019 State Convention to assist them in developing slates of delegates for approval at the pro forma County Conventions. Of course, the County Conventions remain open to the public consistent with our Rules and the Call.

However, we again urge:

  1. If you or a household member are coughing, sneezing or feeling ill, do NOT attend the County Convention.
  2. If you or a household member has recently visited China or any of the other places covered by the President’s travel ban, do NOT attend the County Convention.
  3. If you are older or suffer from heart disease, lung disease or diabetes, do NOT attend the County Convention.
  4. If you are undergoing chemotherapy or your immune system is compromised, do NOT attend the County Convention.
  5. If you do not fall in any of the foregoing groups and do attend the County Convention, thoroughly wash your hands, carry hand sanitizing fluid and avoid handshaking and hugging.

If you live in a county with a population under 80,000, your Precinct Caucuses will be held immediately before the County Conventions. Again, we are encouraging at a minimum the officers of the County Party to attend the Precinct Caucuses. Those officers and any precinct electors who attend the Precinct Caucus should become delegates to the County Convention and conduct the County Convention as outlined above.

Also, if the closing of schools or other public buildings forces a change in location of the County Convention, we ask the County Chairman to notify the State Headquarters (where we will post the change on our website), their Congressional District Chairmen and their County Party members or delegates.

I am heartened by preliminary research suggesting that the spread of coronavirus is impeded by higher temperatures and humidity. I believe that the warmth and humidity of our coming spring will ultimately put an end to the pandemic. In the meantime, I support the President’s and Governor’s effort to limit social interaction.

We will obviously continue to monitor the situation but I look forward to seeing you at our Presidents Dinner on April 13 and our State Convention on May 29 and 30.

The holding of County Conventions is an indispensable component of the process for nominating a Republican candidate for President.  The County Conventions elect the Delegates to the Congressional District Conventions and State Convention which in turn elect Delegates to the National Convention.

There is no existing legal mechanism to cancel or reschedule the County Conventions.  At the same time, there is no requirement that potential delegates to the Congressional District Conventions or State Convention be present at the County Convention in order to be elected.

Accordingly, we suggest to all County Convention Delegates:

  1. If you are coughing, sneezing or feeling ill, do not attend the County Convention.
  2. If you or a household member has recently visited China or any of the other places covered by the President’s travel ban, do not attend the County Convention.
  3. If your immune system is compromised or you are in an at risk demographic group, do not attend the County Convention.
  4. If you wish to be considered as a Delegate to your Congressional District Convention or State Convention but cannot attend the County Convention, let your County Chairman know of your interest in advance.
  5. If you do attend the County Convention, thoroughly wash your hands, carry hand sanitizing fluid and avoid handshaking and hugging.

We also suggest to our County Chairs:

  1. That you share these suggestions with your Delegates and others who regularly attend your County Conventions.
  2. That you minimize business unnecessary to the election of the Delegates to the Congressional District Conventions and State Convention.
